Cicero Action convinced House and Senate leadership that this was a necessary first step for Texas localities to avoid the policy failures plaguing California’s cities. After a campaign that focused on how it is not compassionate to leave those struggling with mental health and drug addiction on the streets, the bill passed the Senate with strong bipartisan support before being signed into law.
Now, the state budget will no longer fund failed local policies that refuse to address the homelessness crisis.
